The City of Plains operates under the council-administrator form of government in which the City Council is responsible for all City policy and the City Administrator is responsible for the day to day operations of the City. The City Council is comprised of six members. Five council members are elected to serve two year terms. The mayor is elected to serve a two year term and is presiding officer at City Council meetings, votes in the event of a tie, and serves as the official head of the City for legislative purposes.
The City Council is the City's legislative and policy making body. The City Council is responsible for passing ordinances and resolutions necessary for governing the City, as well as for setting the direction of City policy.
Council Meetings are held on the 2nd Monday of every month at 6:00 p.m. at City Hall, 1015 Avenue F, Plains. TX 79355.
The City Council welcomes and appreciates the publics attendance and participation in an effort to continue to make Plains a great and growing community.

Election Packets can be picked up at Plains City Hall Monday-Friday from 8:00-5:00
starting on Wednesday, January 14th 2026.
Deadline to File for a place on the ballot is Friday February 13, 2026 at 5:00pm
The purpose of this election will be to elect a mayor and two (2) council members.
