City Council
The City of Plains operates under the council-administrator form of government in which the City Council is responsible for all City policy and the City Administrator is responsible for the day to day operations of the City. The City Council is comprised of six members. Five council members are elected to serve two year terms. The mayor is elected to serve a two year term and is presiding officer at City Council meetings, votes in the event of a tie, and serves as the official head of the City for legislative purposes.
The City Council is the City's legislative and policy making body. The City Council is responsible for passing ordinances and resolutions necessary for governing the City, as well as for setting the direction of City policy.
Council Meetings are held on the 2nd Monday of every month at 6:00 p.m. at City Hall, 1015 Avenue F, Plains. TX 79355.
The City Council welcomes and appreciates the publics attendance and participation in an effort to continue to make Plains a great and growing community.

Date: May 3, 2025
Location: Plains City Hall 1015 Avenue F Plains, Texas 79355
Election Packets can be picked up at Plains City Hall Monday-Friday from 8:00-5:00
starting on Wednesday, January 15th 2025.
Deadline to File for a place on the ballot is February 14th 2025 at 5:00pm
The purpose of this election will be to elect three (3) council members.
Candidate Requirements:
Mayor:
- United States Citizen
- 18 Years of age on first day of term to be filled
- Registered Voter
- Resident in City Limits for 12 Months preceding election day
- Have not been determined by final judgement of a court exercising probate jurisdiction to be (A) totally mentally incapacitated or (B) partially mentally incapacitated without the right to vote.
- Not have been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities.
- Have resided continuously in the state for 12 months and in the City for 12 months immediately preceding the deadline for filing an application for a place on the ballot.
City Council:
- United States Citizen
- 18 Years of age on first day of term to be filled
- Registered Voter
- Have resided continuously in the state for 12 months and in the City for 6 months immediately preceding the deadline for filing an application for a place on the ballot.
- Have not been determined by final judgement of a court exercising probate jurisdiction to be (A) totally mentally incapacitated or (B) partially mentally incapacitated without the right to vote.
- Not have been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities.
